Recovery 35.6.67 — Readiness Risk Register & Governance Review Board

Military Installation readiness governance now includes a leadership risk register, retained governance decision history, review-board dispositions, restoration ownership and due dates, and portfolio views for open exposure, pending or active exceptions, expiring risk acceptances, due reviews and restored controls. Review-board actions do not silently change the authoritative assurance or exception state.

Recovery 35.6.66 — Readiness Assurance Governance

Military Installation readiness assurance now includes leadership escalation and temporary exception governance for non-current controls, with accountable ownership, authorized decisions, compensating controls, expiration and review dates. Approved exceptions remain temporary risk acceptance and do not make a control Current / Assured.

Recovery 35.6.56 — Military Installation Operational Context & Readiness adds a dedicated installation workspace that confirms the active installation, map/source details, incident and position readiness, and direct launch paths into Intelligence, Response/ICS, ICS/IAP Readiness, dashboards, Operational Copilot, Operational Memory and Forms while retaining the same AOI and permissions context.
35.6.53 — Runtime Build Normalization / Cache Integrity: All active runtime surfaces now use one normalized release token, the Hybrid shell advances to a fresh v3 asset, and the new Release Coherence check scans deployed PHP/JavaScript/HTML surfaces for stale build identities. Recovery 35.6.52 deployment assurance, 35.6.51 Mission Packs and Military Installation GIS/AOI capabilities remain cumulative.
Recovery 35.6.77 — Usability 9 Wave 2 / Workflow Orientation & Form Safety

One AOI. One operational picture. One coordination record.

From Preparedness to Recovery—Connected.

Recovery 35.6.77 adds a universal Workflow bar with Go Back/Home, AOI and incident readiness, My Work and resume guidance, plus unsaved-change protection, required-field focus and explicit prerequisite feedback. Recovery 35.6.76 remains cumulative with zero-dead-end action feedback and a persistent context trail. Recovery 35.6.67 adds the Military Installation Readiness Risk Register, retained Governance Decision Log and Review Board workflow so leadership can track open exposure, temporary exceptions, due reviews, restoration actions and decision history without changing the authoritative Assurance state. Recovery 35.6.64 adds Military Installation Improvement Planning, recurrence analysis, institutionalization targets and readiness validation so verified corrective actions become durable preparedness improvements. Recovery 35.6.63 adds a dedicated Military Installation Corrective Action Tracker and Improvement Dashboard for the improvement work created when closure verification fails or recurs, with ownership, deadlines, priority, verification readiness, effectiveness evidence and source traceability. Recovery 35.6.62 adds post-resolution Military Installation closure verification and a governed feedback path into Continuous Improvement when a civil/community coordination resolution does not hold. Vanguard VEM connects emergency management, VOAD/nonprofit coordination, Tribal government, education systems, faith communities, jurisdiction-specific EOC staffing, Search/Rescue/Recovery, Multi-Agency Resource Centers, position workspaces, forms, intelligence, resources, training, continuous improvement and recovery in one configurable environment. Recovery 35.6.53 — Runtime Build Normalization / Cache Integrity normalizes build identity across active runtime surfaces, advances the Hybrid shell to a fresh v3 asset and adds whole-runtime Release Coherence scanning for stale build tokens. Recovery 35.6.52 remains cumulative with live build verification and the root Release Check; Recovery 35.6.51 remains cumulative with suite-aware Mission Packs and the Military Installations GIS overlay, while Operational Memory continues to connect current AOI work to permission-visible prior incidents, exercises, AARs, corrective actions, recurring gaps, decisions and resource precedent without treating historical evidence as current intelligence. The detailed AOI hierarchy now includes Military Installation immediately after County/Parish; the selected installation follows GIS/COP, Intelligence, Response, Guided Operations, ICS/IAP Readiness, Operational Copilot and Operational Memory while the user’s saved basemap/view remains intact. The cumulative platform retains the governed Operational Copilot, ICS/IAP completeness guidance, current-period ICS staffing, position workspaces, fillable ICS forms, AOI isolation, Live Intelligence source routing, category-specific maps, Workflow Studio, CRM, notifications, forms, contextual Instructions/Training and suite-specific capabilities.

Operational Memory & Lessons

Connect current AOI work with permission-visible prior incidents, lessons, corrective actions and recurring operational gaps. Historical evidence stays clearly labeled and links back to its source record.

Current operating model

Connected capabilities across preparedness, response and recovery

The current core registry contains 46 operational modules, supplemented by specialized suite workspaces that are not separate silos.

Dictionary, abbreviation help & safer information handlingSearch separate emergency-management and abbreviation/acronym dictionaries. Recognized abbreviations in supported guidance link to the full term and explanation. Survivor/case workspaces reinforce PII protection and minimum-necessary sharing. Volunteer/resource management includes unaffiliated skilled labor and equipment crews with capability, qualification, safety, supervision and equipment-status tracking. Populated ICS form export now provides a printable form and a download fallback when a browser blocks the export tab.
Personalized information viewsUsers can personalize each supported section as Text, Graph, Text + Graph, Table, Cards or Map. Graph choices are limited to appropriate measurable data and include bar, line/trend, pie/donut, stacked bar and status/progress views. Users can also save section order, optional visibility, table columns, filters/layers, page presets, favorites, recent pages, AOIs and incidents. Personalization changes presentation only; required operational content and source records remain authoritative.
Universal content search & visual guideSearch indexes permission-appropriate pages, workspace sections and visible module content, tolerates minor spelling errors, shows where each result lives, and hot-links directly to the destination. Faith and cultural-community entries such as Christianity and Islam are individually indexed. A clickable Visual Program Guide provides a graphic map of the program.
GIS/COP basemap choice & national overlaysUsers can select Organization Default, Vanguard Offline, Street, Topographic, Satellite, Hybrid or Light Operational basemaps. Basemap changes preserve operational markers and selected overlays. Packaged national Emergency Management Area and FEMA Region context works without external GIS access; national public GIS sources can add Fire Response Districts, Tribal Areas, Fire/EMS Stations, EOCs, Law Enforcement and Hospitals where available, with explicit layer status and coverage limitations.
Interactive Military Installation map/AOI workflowMilitary Installation polygons are selectable GIS/COP objects. Users can inspect Census reference details, zoom to a boundary, use the selected installation as the working AOI, and see the active installation highlighted and labeled. AOI and map context stay synchronized.
AOI-centered operationContext follows the user through modules, forms, maps, reports, organizations and recovery. Military Installation is available as a first-class AOI after County/Parish; installation-specific work keeps the user's saved basemap/view while applying the installation geography to GIS/COP, Intelligence, Response, Guided Operations, Copilot and Operational Memory.
Jurisdiction-specific EOC staffingConfigure City / Municipality / Jurisdiction, County / Parish / Borough, or State / Commonwealth EOC organization models, departments/agencies, positions/functions, NIMS EOC skillsets, shifts, check-in status, delegated authority, assignments and handoff.
Expanded Search, Rescue & RecoveryMission control, search strategy, team/task accountability, location tracking, clue/evidence records, specialty operations, safety, rescue/recovery, searchable documentation, demobilization/AAR and culturally responsive family/partner coordination are connected in one SRR workspace.
Red Cross / Multi-Agency Resource CenterPlan and operate MARCs with Red Cross lead, co-lead, support or participant roles; track partner agencies, service lanes, survivor-flow coordination, operational metrics, issues/actions and privacy-aware briefing/export.
MMIR & MMBWG coordination safeguardsSeparate culturally responsive pathways support family-designated communication, privacy/consent, requested cultural/community supports, Tribal and jurisdictional handoffs, trafficking/domestic-violence indicators and partner referrals. Identity and pathway eligibility are never inferred by the system.
Program Schedule & MeetingsOne-time and recurring meetings support routine operations, preparedness, planning, training, exercises, committees/workgroups, partner coordination, leadership, recovery/LTRG and incident operations, with invitees, reminders, agenda carry-forward, audit/search and iCalendar export.
Operational Assurance & Universal Attention QueueRule-based checks surface overdue work, ownership gaps, aging resource requests, qualification warnings, recurring corrective-action failures, unresolved meeting actions and handoff gaps, with direct links to source records and an executive/command brief.
Decision Lifecycle & Shift Handoff AccountabilityCapture decision maker, authority, related ICS position/function, operational period, information available, alternatives, rationale, supporting inputs, expected result, reconsideration triggers, review date, follow-up action and observed outcome/effectiveness. Significant decisions can create or update a linked ICS 214 activity record without duplicating the log entry. Structured shift/position handoff retains receiving acknowledgment.
Full Resource LifecycleTrack ICS 213RR-related resource work from request through approval, sourcing, movement, assignment, service, release, return, cost documentation and closure.
Persistent Meeting ActionsMeeting actions and decisions keep owners, due dates, carry-forward status and completion evidence until the work is actually closed.
Credential / Readiness EngineQualification, credential, training, PTB and assignment evidence are brought together to identify ready personnel and flag missing or expired evidence.
Plan-to-Operation ConversionApproved plans can be activated into trackable operational objectives and actions with triggers, authority, owners, due times and form/workflow references.
Mobile / Offline field operationsOffline queueing, retry/conflict handling, location/attachments and field-validation tools support weak/no-connectivity work; representative deployment testing remains part of acceptance.
Notification, acknowledgment & escalationNative in-app/email workflows support acknowledgments, polling, escalation and meeting reminders. SMS/voice/push are available through configured approved-provider integrations.
Recovery Transition / HandoffUnresolved response work can transfer to named recovery ownership with evidence, next actions and closure criteria.
Accessibility & acceptance evidenceStructured validation centers help document accessibility checks and end-to-end platform acceptance without overstating deployment-specific proof.
Mission & position workspacesUsers enter by the work they need to perform; ICS/position workspaces connect tasks, forms, reports and handoffs.
Cross-program CRMContacts, organizations, partners and relationships stay connected and permission-aware. The directory is prominent, defaults to the active AOI, and can be intentionally broadened when the user is authorized. MNVOAD roster synchronization appears only in the MNVOAD organization context.
Continuous ImprovementIssues and remedies can be captured during incidents and exercises instead of waiting for the AAR.
Operational Charts & Graph Maker / DesignerDecision-focused charts summarize authorized operational records and drill into source records. A guided fill-in builder lets the user choose subject, metric, aggregation, AOI/geography, time period, grouping, comparison, display, sort, status, organization and title, then review or edit the generated plain-language request before graphing. Wildfire acreage requests can use current NIFC/WFIGS data when available.
Operational Intelligence & Decision SupportSurface attention items and changes, evaluate CCIR/threshold rules, compare operational periods, identify documentation gaps, review multiple incidents, focus views by role, inspect potential lifeline dependencies, score transparent decision alternatives and create sanitized leadership/public briefs with source-record drill-down.
Operational Copilot / Intelligent OperationsGoverned, read-only synthesis uses the active incident, AOI, permissions and current VEM records to explain what changed, surface priority exceptions, route users back to source workspaces and prepare review-required Command, Situation Report, Shift Handoff and Planning drafts. It does not approve, assign, activate workflows or replace incident command and professional judgment.
ICS 300/400 Command & Planning ControlsResponse workflows now include command-mode and ICP documentation, delegation and transfer records, Unified Command governance, Planning P tracking, span-of-control/unity-of-command review, task-assignment quality checks and IAP readiness warnings for expanding and complex incidents.
Configurable Incident DashboardCreate an incident-specific dashboard for 12/24/72 hours, 7 days or all available records. Choose the panels to display and drill from executive metrics, priorities, CAN-P/intelligence, EOC staffing, resources, SRR, damage, lifelines, decisions, corrective actions and handoffs to the source records.
System-populated ICS documentationVanguard can carry incident, AOI, operational period, person, organization, position/function, assignment and meaningful timestamped activity into ICS records as the work occurs. Users can review, add to or edit the record, while preserving audit history, and export completed data to the corresponding ICS form layout.
Standard Reports & forms144 current forms/templates can be filtered by role/function and organization, with official/authoritative, organization-supplied and Vanguard templates clearly distinguished.
Controlled Workflow TemplatesApproved repeatable procedures launch from Mission Home and workspaces so users do not need to rebuild governed processes during an incident.
My Organization ReportsMember/partner report sets are surfaced from the signed-in organization and can be narrowed again by role/function.
Shared Faith & Cultural Community ConsiderationsPlanning, Preparedness, Response, Recovery, Spiritual Care, Mass Care, Public Information, Health/Medical, EOC and other community-facing workspaces can open shared faith/belief and cultural-community field references. The standing rule is ASK / VALIDATE: confirm actual needs with the person/community/local authority rather than infer them from identity.
Program / Sandbox separationTraining and demonstrations can occur without contaminating operational records.
Credentials & personnelPhotos, qualifications, certificates, position readiness and availability support activation and training.
Permission-aware operationsOrganization, role, environment and module entitlements control what users can see and do.
Built-in user assistance

Governance & safeguards

Human authority remains in control

Vanguard VEM supports coordination and decision-making; it does not replace incident command, legal authority, professional judgment, source verification, medical authority or local policy.

Minimum necessary informationOperational records should contain what coordination needs—not confidential counseling, pastoral or unnecessary personal details.
Local and individual verificationReligious/cultural accommodations are confirmed with the person or appropriate local leader, not inferred from identity.
Audit and accountabilityOwnership, assignments, follow-up, version history and corrective actions support a defensible operational record.

Recovery 35.6.63: Military Installation corrective actions now have a dedicated tracker and improvement dashboard, including focused My Work visibility and direct traceability to the coordination source.

Recovery 35.6.62: Military Installation coordination closure now includes post-resolution verification and Continuous Improvement feedback when a resolution is partial, ineffective, or recurring.

Recovery 35.6.61: Military Installation shift handoff now continues through carry-forward task completion and explicit Civil Coordination source reconciliation.

Military Installation Readiness Assurance & Evidence Register

Institutionalized lessons now enter a sustainment-assurance lifecycle. Authorized users can assign evidence ownership, identify the readiness-control/version reference, record validation evidence and results, set the next review date, and route due or failed revalidation back into My Work. The register remains limited to non-sensitive civil/community coordination readiness information.

Recovery 35.6.69 — Military Installation AOI Data Availability Repair

Military Installation selection is repaired. Vanguard now queries the current U.S. Census TIGERweb Military Installations layer with valid 2025 fields, uses POST-based server requests to avoid oversized geometry URLs, and automatically falls back to a browser-direct Census request when the hosting server cannot reach TIGERweb. A Retry Census Data control is available on AOI Selection. The existing Military Installations GIS/COP layer remains synchronized with the selected installation.

Recovery 35.6.68 — Governance Action Register

Military Installation readiness governance now carries Review Board follow-up actions into a dedicated action register with owner, due/checkpoint, progress, dependency, evidence-backed completion, retained action history, My Work routing, and printable/exportable board follow-up packets. Completing an action does not silently restore assurance, approve an exception, or close the Review Board item.

Recovery 35.6.75 — Client Account Lifecycle & Renewal Decision History

Developer-only commercial administration now preserves a chronological client lifecycle record for activations, pilots, renewals, changed terms, exceptions, suspensions, closures and reopenings. Material entries retain the decision or change, the reason/rationale, authorization, linked subscription, status effect and follow-up. Corrections supersede rather than delete prior entries, while commercial account status remains separate from emergency operational access.

Recovery 35.6.74 — Client Renewal Cadence & Account Health

Developer-only subscription administration now adds calendar-based renewal notices at 3 months, 2 months, 1 month and 1 week before the recorded subscription end date. The Renewal Center tracks the responsible renewal owner, dedicated renewal contact, next follow-up, reminder history, current account health, CSV export, host-email delivery with draft fallback, and a CLI scheduler for daily automated checks. Commercial renewal status never silently changes emergency operational access.

Recovery 35.6.73 — Client Entitlement & Deployment Control

Internal Developer administration now connects client purchase history to structured suite/module entitlements, authorized seats, implementation stage, deployment environments, build/version references and seat-utilization review. Commercial entitlement records remain separate from operational CRM and do not automatically suspend emergency access.

Recovery 35.6.72 — Client & Subscription Administration

Internal Developer administration now includes a protected Client & Subscription Registry for purchase history, subscription periods, renewal tracking and client contacts. Commercial terms remain separated from operational CRM and are not exposed to customer administrators.
