Operational Memory & Lessons
Connect current AOI work with permission-visible prior incidents, lessons, corrective actions and recurring operational gaps. Historical evidence stays clearly labeled and links back to its source record.
Command. Coordination. Continuity. Collaboration.
Vanguard Command connects emergency management, VOAD and nonprofit coordination, Tribal governments, education systems, faith communities, healthcare coalitions, utilities, and other partners around one shared AOI, operational picture, and coordination record. Vanguard REACH — Resource Exchange & Assistance Coordination Hub adds a coordinated resource marketplace for verified needs, unsolicited offers, matching, connection, delivery and fulfillment while keeping sensitive casework protected. Teams can move from verified intelligence to plans, assignments, resources, documentation, handoff, recovery, and continuous improvement without losing context.
Connect current AOI work with permission-visible prior incidents, lessons, corrective actions and recurring operational gaps. Historical evidence stays clearly labeled and links back to its source record.
Each suite review keeps the same connected AOI, incident, organization, people and operational-record foundation while emphasizing the workflows, terminology and safeguards that matter to that customer.
Overview workflow links are guided: every numbered workflow item now opens useful explanatory content before the live workspace. When a sandbox has no AOI, incident, assignment, records, configured data, or authorized capability, Vanguard explains the zero-state instead of presenting an unexplained empty destination.
Common capabilities available across entitled suites: BEACON Quick Report, Live Intelligence, GIS/COP, Organizations, CRM, dashboards, reports, forms, Instructions and Training. Shared tools retain the signed-in organization, AOI, incident and permission context.
AOI-aware intelligence: As the selected geography narrows toward a jurisdiction, city or town, Vanguard emphasizes direct local reports. County and state views progressively reduce routine municipal detail while keeping verification confidence visible.
Initial media awareness: BEACON can surface potentially important reporting from any local, national or international news-media outlet before independent verification is available. These items are explicitly labeled INITIAL — UNVERIFIED and NOT CONFIRMED FACT until corroboration or verification is recorded.
Official NOAA/NWS watches, warnings and advisories can be displayed directly on the COP with severity, expiration, source/retrieval time and alert geometry where available. Vanguard can compare official polygons with permission-visible facilities, routes, resources, shelters and assignments, then prepare a source-linked BEACON / ICS alert brief for human review.
Operational rule: the official NWS product remains authoritative; Vanguard supplies context and operational intersection, not warning issuance or protective-action authority.
NOAA/NWS National Water Prediction Service river observations and maximum forecast flood categories can be displayed directly on the COP. Operators can focus on gauges at Action stage or above, review observed/forecast values and source age, open the official NWPS gauge page, and prepare a source-linked Water Brief for BEACON / ICS.
Operational rule: Vanguard treats nearby facility, route, resource and assignment records as proximity context only. Gauge status does not independently establish inundation, road safety or evacuation authority.
Vanguard Command now places NOAA/NWS MRMS base reflectivity directly on the Common Operating Picture. The radar overlay follows the operational map/AOI and includes current view, four-hour history, play/pause, opacity, source-age/stale status, manual refresh, and a copyable operational weather brief for BEACON / ICS use.
Operational context remains visible: incidents, facilities, routes, shelters, resources, assignments and other authorized records remain available beneath the weather layer.
AOI intelligence, planning, EOC/ICS, resources, public information, damage, mitigation, continuity, recovery and documentation. The ICS Command & Planning Center connects position workspaces to a live Planning-P cycle with stage gates, required inputs/outputs, meeting/deadline control, missing-work routing to My Work, explicit approvals, operational-period rollover preparation, objectives, assignments, accountability, IAP readiness, decisions/handoffs and BEACON intelligence.
The VOAD Operations Center coordinates Community Assistance, Donations & Logistics, Feeding & Distribution, Long-Term Recovery, Missions & Partner Coordination, Sheltering & Mass Care, and Volunteer Operations. The National Operations Picture rolls those records into national/current-AOI map, text and graphics views while REACH handles workforce/needs/referrals and BEACON contributes source-grounded What Changed, verification and predictive intelligence.
Sovereign operations, Nation-defined data governance, government-to-government/TAC-G coordination, community & lifeline visibility, preparedness/readiness, ICS/resource operations, declaration/assistance/recovery and leadership intelligence.
Public school districts, schools, colleges, universities, early-childhood systems and Tribal education with facilities, students, staff, continuity and reunification workflows.
Faith-community operations, spiritual-care coordination, facilities, chaplains/volunteers, interfaith coordination, accommodations and community recovery.
Facility and coalition coordination, public health/medical operations, resources, mass care, continuity, communications, exercises and recovery.
Lifelines, facilities, outages, resource dependencies, continuity, restoration priorities, communications, exercises and public-sector coordination.
The interface puts the next operational task in front of the user and keeps underlying modules connected.
REACH connects organizations that have a need with organizations that can meet it, while also allowing partners to offer available resources before a request is posted. The exchange stays connected to the AOI, incident, organization profiles, operational status and audit history already in Vanguard Command.
Create a verified need, identify category, quantity, location, priority and timing, then make it visible to authorized partners. Organizations can respond, accept or coordinate fulfillment without losing the original request context.
Organizations can publish available goods, services, personnel, equipment, facilities or other support. REACH makes those offers discoverable and matchable to current or emerging needs.
Disaster Case Management is a separately protected VOAD capability. Client-identifying information remains permission-controlled and does not become part of the public/shared resource exchange.
The current core registry contains 46 operational modules, supplemented by specialized suite workspaces that are not separate silos.
Every Vanguard Command application page, module, specialized suite and mission/position workspace provides visible contextual Instructions and Training buttons in the normal page layout. Instructions and Training now include shared Faith & Cultural Community Considerations and content-wide Search practice; jurisdiction-specific EOC organization/staffing for city/municipal, county/parish/borough and state/commonwealth operations; expanded Search, Rescue & Recovery; Red Cross/MARC coordination; MMIR/MMBWG family-centered, privacy, sovereignty and culturally responsive safeguards; Program Schedule/Meetings and persistent meeting actions; Operational Assurance; decision/shift handoffs; resource lifecycle; credential/readiness review; plan-to-operation conversion; Controlled Workflow Templates; Standard Reports by Role/Function; My Organization Reports; form classification; mobile/offline field work; notification/acknowledgment; recovery transition; and accessibility/acceptance evidence.
Quick orientation, step-by-step task guidance, current workflow/report tools, form-classification checks, required context, documentation reminders and safeguards for the active module or workspace.
Quick, General and Specific/Position-level learning with Sandbox practice for Faith/Cultural community considerations and typo-tolerant Search, jurisdiction-specific EOC organization/staffing, expanded SRR operations, MARC coordination, MMIR/MMBWG culturally responsive coordination, Operational Assurance, meeting schedules/actions, decision/handoff logs, resource lifecycle, credential readiness, plan activation, workflow templates, role/organization report selection, mobile/offline operations, notification workflows, recovery handoffs, exercises, accessibility checks and knowledge checks.
Vanguard Command supports coordination and decision-making; it does not replace incident command, legal authority, professional judgment, source verification, medical authority or local policy.
Vanguard Command connects leadership decisions to PIRs, EEIs, intelligence gaps, collection assignments, quick field reporting, source reliability, corroboration, fusion analysis, indicators and source-grounded intelligence products.
The Intelligence Command Workbench carries verified and review-required intelligence into controlled dissemination, collection orchestration, time-sensitive decision support, Watchtower escalation and shift continuity.
BEACON extends the intelligence lifecycle with governed requirements, auditable confidence/assessment revisions, cross-AOI and partner exchange packages, executive decision-intelligence drafts and collection-effectiveness learning.
The BEACON Action & Decision Center adds transparent collection prioritization, source-linked action routing, cross-module consequence analysis, leadership briefing automation and intelligence-quality assurance.
Vanguard Command now connects partner missions, feeding/distribution, donation logistics, volunteer operations, community assistance, sheltering/mass care and long-term recovery inside the same AOI/incident-aware operating environment.
Follow VOAD/LTRG response presence, partner activity, REACH needs/offers/referrals and BEACON intelligence in synchronized Map, Text and Graphics views. Current AOI narrows the same national picture without creating a separate data silo.
Sheltering can be viewed nationally or focused on the current Vanguard AOI. Aggregate census/capacity, staffing shifts, accessibility and functional-support needs, services, pets/service animals, transportation, logistics, contacts, REACH gaps and BEACON intelligence remain connected.
Incident command and planning can review command structure, Planning-P stage, objectives, assignments, accountability, IAP readiness, decisions/handoffs and BEACON intelligence while My Work and position workspaces remain authoritative for execution.
Choose the customer's suite, use the guided demonstration flow, then open Sandbox or Program when you are ready to show the live environment.
Vanguard Command now connects a Tribal Declaration & Assistance Case Manager, Government-to-Government Coordination Board, Recovery & Grants Portfolio, and Leadership Decision Register. These workflows retain Nation-defined authority, controlled sharing, AOI/incident context and searchable operational history.
Demonstrate: leadership authorization → evidence completeness → G2G request/commitment → recovery funding/project → leadership decision and follow-up.
Vanguard Command can translate authorized Tribal leadership decisions, declaration/assistance requirements, government-to-government commitments and recovery milestones into reviewed assignments with deadlines, reminders, notices and What Changed briefings. Automation remains source-grounded, Nation-controlled and human-approved.
Vanguard Command closes the loop after decisions and assignments are made: overdue actions, changed source direction, declaration evidence gaps, G2G commitments and recovery milestones can be surfaced in one assurance queue, reviewed by authorized personnel, escalated into accountable work, and summarized in a leadership briefing.
Vanguard Command gives Tribal leadership a transparent executive view of mission impact, readiness, community and lifeline outcomes, leadership follow-through, recovery progression, strategic priorities and resilience trends. The underlying indicators remain visible and source-grounded rather than being hidden behind a single score.
Optimize intelligence collection, challenge contradictions and assumptions, create time-bounded future-state assessments, translate forecasts into mission impacts, and learn from actual decision outcomes while preserving source traceability and human authority.
Detect emerging operational signals, review anomalies against expected baselines, govern external intelligence feeds, compare sensor/system evidence with field reporting, and identify collection/source blind spots before they affect decision quality.
Fast-breaking information can be useful before it is independently verified. BEACON clearly labels those reports INITIAL — UNVERIFIED / NOT CONFIRMED FACT, preserves their original provenance, and supports verification escalation, conflicting-claim review, source-change monitoring, intelligence refresh requirements and operational briefing synchronization.
After BEACON routes source-linked work into My Work, Vanguard Command can record acknowledgement, overdue escalation, completion evidence, affected-product synchronization and process learning while preserving both the My Work record and original intelligence provenance.
BEACON can turn a verified need, collection gap, decision deadline, refresh requirement or briefing update into a source-linked My Work action item with owner, position, priority, due time, incident/AOI context, acceptance criteria and handoff notes. My Work remains the primary work-navigation model.
REACH now distinguishes qualified individuals, deployable teams and assignment requirements. Track credential/license/permit type, verification/currency, team composition, shift expectations, working environment, PPE, assets to bring, transportation, lodging/feeding, reporting instructions and who/how to contact.
These records can appear in the VOAD National / Current-AOI operations picture alongside needs, offers, partner operations and BEACON intelligence.
The VOAD Operating Area now explicitly represents the current National VOAD committee topics: Advocacy, Communications, Community Preparedness, Disaster Case Management, Disaster Health, Disaster Legal, Disaster Migration/Displacement/Refugee, Donations Management, Emotional & Spiritual Care, Housing, International, Long-Term Recovery, Mass Care and Volunteer Management. Committee-aligned cards route users to the closest Vanguard operational workspaces without replacing National VOAD committee governance.
ICS Response is now a separate DEMO selection from Emergency Management. The dedicated scenario follows incident context, check-in, command structure, live Planning-P, position workspaces, assignments, accountability, IAP/forms readiness, BEACON intelligence, explicit stage approval, operational-period briefing and rollover/handoff.
